Developing a Methodology to Assess Coordinated, Multi-Sector Needs Assessments

Reliable, up-to-date and holistic needs assessments are crucial to inform decision-making when responding to humanitarian needs. They identify who requires assistance, what they need, and where and when they need it. These needs assessments are used by humanitarian actors in their strategic planning to make their operations as effective and efficient as possible. 

In 2016, humanitarian actors adopted the Grand Bargain, a series of commitments aimed at making humanitarian action more efficient and collaborative. One of these commitments is to improve joint and impartial needs assessments and analysis. 

On behalf of the workstream convening this aspect of the Grand Bargain, GPPi and the INSPIRE Consortium developed a methodology to enable such reviews and evaluations. The methodology is designed for gauging the quality and use of joint, multi-sectoral needs assessments.
