Łukasz Mackiewicz

Non-Resident Fellow

Łukasz Mackiewicz is an independent consultant who specializes in conflict prevention, peacebuilding and stabilization, with a regional focus on Central Asia, Eastern Europe and the Sahel. He brings over a decade of experience in policy advising, project management and academic teaching, combining deep field expertise in fragile and conflict-affected contexts with an understanding of international policymaking.

Łukasz has worked with a range of international and bilateral organizations, including the OSCE, UNDP and GIZ. His work has centered on conflict analysis, risk management, and conflict-sensitive program design and implementation. He also supports leadership and organizational development, particularly in crisis settings. From 2022 to 2023, he helped establish the Ukraine Hub of the Stabilization Platform, where he led a support package for stabilization efforts in front-line regions. Previously, he advised the German Federal Foreign Office and contributed to the implementation of the UNDP Regional Stabilization Facility in the Lake Chad Basin.

Earlier in his career, Łukasz served as a rule of law advisor with GIZ in Afghanistan and as a policy advisor to the German Ministry for Economic Cooperation and Development (BMZ) in Berlin. He also led a multinational team with the OSCE Special Monitoring Mission to Ukraine, focusing on human rights monitoring and the humanitarian situation in the Luhansk region.

Łukasz publishes regularly on conflict and peace processes, with a particular focus on Ukraine. His recent work includes Presence without Power. Lessons from the OSCE Special Monitoring Mission (SMM) for Ceasefire Monitoring in Ukraine (Global Public Policy Institute, 2025, with Julia Friedrich) and Localized Dialogue and Ceasefires: Lessons from the OSCE Engagement in Ukraine 2014 – 2022 (presented with Prof. Georg Albers at the UK Conflict Research Society, 2024). His earlier work has been published in the OSCE Yearbook and featured by the Center for War Studies at the University of Southern Denmark.

Alongside his consulting work, Łukasz teaches courses on conflict management, security and development at academic institutions and hosts trainings for professionals. He is a certified peace mediator and a member of the advisory board of the Heidelberg Institute for International Conflict Research (HIIK).

He holds a master’s degree in International Affairs from the Graduate Institute in Geneva, a Graduate Diploma in Management from the London School of Economics and Political Science, and a bachelor’s degree in Political Science from Heidelberg University.
