Research Associate
David is a research associate at the Global Public Policy Institute (GPPi) in Berlin, where he contributes to the institute’s work on economic security and critical technologies. His research focuses on AI governance, safety, and security; the trajectories of frontier AI systems and what they mean for national and economic security; and the role of international partnerships in European technological sovereignty. He holds a bachelor’s degree with honors in politics, psychology, law and economics (PPLE) from the University of Amsterdam and is currently finishing a master’s in data science for public policy at the Hertie School.
Alongside his work at GPPi, David is a research assistant at ETH Zurich. There, he works with the Public Policy Group and the ETH AI Center on a cross-national dataset of media pluralism, built by extracting online news content from Common Crawl at scale and classifying it with machine learning. He is also head of research at the Hertie AI Policy Initiative, where he develops its research agenda and convenes events and working sessions. Previously, he contributed to democracy research at the WZB Berlin Social Science Center within the Cluster of Excellence “Contestations of the Liberal Script,” where he built data pipelines and conducted statistical analysis on cross-national survey data. Beyond research, David worked at the German Red Cross on the organization’s AI governance framework, covering value alignment, data protection, risk classification, and deployment criteria. He also has experience in e‑commerce, venture capital, and consulting.
