Creative tools ​that translate atrocity warning into preventive action are lacking

At a Stanley Foundation retreat on atrocity forecasting and prevention, co-chaired by Philipp Rotmann, participants discussed the failure of governments, civil society and international organizations to translate their awareness of warning signs into effective protection against atrocities. From March 9 to 11 in Tarrytown, NY, participants identified obstacles such as gaps in the analysis of conflict dynamics,​and the dearth of effective civilian political instruments to influence these dynamics. More could be done to develop creative approaches, while recognizing the limits to their impact on local politics.
