Given their experience in peacekeeping and protection of civilians from mass atrocities, emerging powers should lead the debate on the effectiveness of using force, argued Gerrit Kurtz at the R2P Policy Forum in Pretoria on July 7. The UN Force Intervention Brigade in the Congo could serve as a starting point. The conference was organized by the Department of International Relations and Cooperation, the Institute for Global Dialogue, and the Global Centre for the Responsibility to Protect.
