Europe needs enlightenment in debate on technological sovereignty
European proposals on technological sovereignty have to promote better data security and responsible use of encryption, says Thorsten Benner in a recent Frankfurter Allgemeine Zeitung op-ed. Criticizing Evgeny Morozov for legitimizing the actions of authoritarian states such as China and Russia in his rage against US digital hegemony and hypocrisy, Benner argues for an alliance between the EU and leading global democracies to support an open and free internet instead. Rather than pursuing bulky industrial policy measures, policymakers need to increase EU-wide cooperation between universities, start-ups, the military and civilian industries.
