Researchers question performance metrics for European PRTs in Afghanistan

How do we know if European-led Provincial Reconstruction Teams (PRTs) succeeded in Afghanistan? Philipp Rotmann and Lauren Harrison challenge the widespread attempt to identify and measure performance of these PRTs as an instrument of stabilization. Individual teams in Afghanistan diverge too much in terms of composition, political objectives and available resources for common performance metrics to be useful. Furthermore, attempts to assess the performance of PRTs have been complicated by a lack of useful information.
