Researchers examine limits of evidence-based decision-making in military and humanitarian protection of civilians

In a new article published in the journal Global Responsibility to Protect (GR2P), Urban Reichhold and Andrea Binder analyze the complementarity and contradictions between military and humanitarian approaches to civilian protection. They suggest drawing on an ethic of risk” in cases where decisions have to be made based on uncertain evidence. This approach is common in fields such as medicine or bio-genetics, but has yet to be developed and used within humanitarian circles.
