Fellow outlines changing paradigms of global energy in Global Policy journal

For the May 2012 issue of the journal Global Policy, Andreas Goldthau edited a special section on global energyundefined that analyzes key energy challenges and sketches out implications for energy policy agendas. In his article, Goldthau argues that like almost no other sector, energy reflects changing paradigms. First, energy policy has shifted from a liberal market paradigm to an interventionist one. Second, established OECD energy consumers are about to lose their rule-setting power in the three major energy arenas of security, access and sustainability. Third, and as a consequence, energy priorities set in non-OECD countries, notably Asian countries, will determine policy pathways for rule takers.
