GPPi evaluates the implementation of guidance in UN peace operations

The United Nations Department of Peacekeeping Operations has contracted GPPi to lead an internal research team that is conducting an evaluation on the dissemination and implementation process that follows the adoption of new or updated guidance documents. Initiated in March 2012, the project will last until June 2012.

Based on the well-known 2000 Report of the Panel on United Nations Peace Operations, also known as the Brahimi Report,” the UN Department of Peacekeeping Operations and the Department of Field Support (together the DPKO/​DFS) engaged in reform to increase the effectiveness of peace operations. As part of that reform, the DPKO/​DFS installed a framework for drafting and disseminating internal guidance documents. These documents comprise internal policy regulations and standard operating procedures, as well as guidelines and manuals. They are designed to facilitate routine responses to common challenges that arise during peace operations in different contexts all over the world. Based on past experience, they should support staff in carrying out their tasks more effectively and consistently.

The DPKO/​DFS senior management team has tasked its evaluation unit with conducting an internal evaluation on the implementation of guidance in UN peace operations. GPPi will head up this team. In leading this evaluation, the GPPi project team can build on substantial research experience with organizational learning in UN peace operations, published recently in the 2011 book The New World of UN Peace Operations: Learning to Build Peace?
