GTZ commissions GPPi to analyze efforts to bridge relief and development
On behalf of the German Ministry for Economic Cooperation and Development (BMZ), the German Association for Technical Cooperation (GTZ) has commissioned the Global Public Policy Institute (GPPi) to conduct a study to better understand the conditions and success factors for linking relief, rehabilitation and development. The project started in October 2010 and lasts through April 2011.
In 2005, the German government created a specific budget line for “development-oriented emergency and transitional aid” (DETA). Placed between short-term emergency aid and long-term development assistance, DETA projects are intended to bridge the financial gap between humanitarian and development assistance in order to increase efficiency and sustainability.
GPPi is conducting this study to contribute to the international debate and support the German Ministry for Development Cooperation (BMZ) in its current efforts to sharpen the focus of the DETA funding line and to strengthen linkages between humanitarian, transition and development activities. The study seeks to:
- Enhance the conceptual understanding of the different aid modalities
- Analyze the nature of the transition gap
- Identify conditions and success factors for linking relief, rehabilitation and development
- Draw out the implication of these analyses for German policy
GPPi will conduct this analysis through a literature and document review, interviews with donors and implementing partners, an analysis of financial data, and country visits. To facilitate learning, the study team intends to hold an official debriefing and feedback session in a final learning workshop.
