GPPi Research Associate gives guest lecture at Central European University in Budapest
GPPi Research Associate Fabian Breuer gave a public lecture on 13 November 2008 at the Central European University (CEU) in Budapest on “Internet voting and e‑democracy: A new voting channel for new voters? The case of Estonia.”
The lecture focused on the use of computer technology for enhancing democratic processes and facilitating deliberation and consultation between governments and citizens. The presentation highlighted in particular the possible role of electronic voting and internet voting in this regard. Breuer put this new voting channel into the broader context of e‑democracy and introduced the advantages, challenges and problems of internet voting.
Breuer used Estonia and its internet voting experiences as a case study during the event. The lecture referred to the 2007 Estonian parliamentary elections where for the first time an electorate could vote over the internet in elections of a national parliament. Breuer presented the results of two collaborative studies on the issue which he conducted for the Council of Europe.
