GPPi Seeks Short-Term Expert Input on Neurotechnology Innovations
The Global Public Policy Institute (GPPi), an independent non-profit think tank, seeks short-term expert input for a project on the foreign and security policy aspects of neurotechnology, funded by the German Federal Foreign Office. This assignment, to be based on a honorarium contract, would be particularly suitable for a doctoral or post-doctoral researcher or a freelance consultant in a relevant field.
Specifically, the contractor will be requested to provide the following targeted inputs to the GPPi project team:
- Two presentations (30−60 minutes) and subsequent discussions with the project team (to be scheduled in Dec 2024 – Feb 2025)
- One on the practical use cases of key recent and impending innovations in neurotechnology, including a perspective on their commercial and dual-use potential
- One on the stakeholder landscape in the global technology ecosystem, with a focus on the role of German and European actors as well as on key regulatory and funding frameworks (to be scheduled in Dec 2024 – Feb 2025)
- Up to 3 one-hour calls with the project team for follow-up discussions
- Active participation in up to 3 project workshops with other experts from academia and industry as well as participants from the think tank community (no specific preparation required)
All contributions are due to be completed by June 30, 2025 and, if required due to the contractor’s location, may be delivered fully remotely.
The GPPi project team will use the insights provided as one of various inputs for one or multiple project publications, in which the contractor will be adequately acknowledged. If warranted by the quality of the inputs and their significance to the overall analysis, the project team may, at its own discretion, also invite the contractor to feature as a co-author.

Criteria for contractor selection:
- Qualification of the contractor
- Academic qualification (graduate degree in a relevant discipline and/or with a relevant thematic focus required)
- Relevant research and/or industry experience
- Excellent spoken and written command of English
- Technical quality of the short proposal
- Price, within a maximum contract value of up to 5,000 EUR
